Chief of Staff

Rachel Scheuerman is the Chief of Staff at the Enoch Pratt Free Library, the city library of Baltimore and the State Library Resource Center of Maryland. A Pratt employee for nearly 25 years, she serves as a key member of the Executive Administrative Team, helping to drive strategy, coordinate initiatives, and ensure seamless operations across the 22-branch system. Known as a trusted point of connection and problem-solver, Rachel helps keep projects, people, and priorities aligned, from major capital initiatives to day-to-day organizational needs.

Rachel has facilitated projects ranging from the launch of Pratt Anywhere at Rita Church to internal office build outs and the upcoming House of Melo exhibit celebrating the life and accomplishments of Hall of Fame basketball player Carmelo Anthony, debuting October 25, 2025. She currently represent's Pratt's interests related to the Johnston Square buildout of Pratt’s first new library branch in more than 15 years, has overseen numerous renovation projects across the system, and will soon lead the Library’s Strategic IT Plan—all while continuing to be the go-to resource for colleagues system wide.

Since joining Pratt in 2001, Rachel has served in a wide range of roles, including Executive Operations Coordinator, Special Assistant to the Chief Operating Officer, Information Access Division Special Assistant, and Circulation Manager. Her dedication and impact have been recognized with the Library’s highest honor, the Baker Award (2014), as well as the Behind the Scenes Employee Award (2011).

Originally from Brooklyn, NY, Rachel has called the Baltimore area home for more than 25 years. She takes great pride in supporting the Library’s mission by bringing complex projects to life and creating the conditions for staff, partners, and patrons to thrive.
