Enoch Pratt Free Library Announces the Appointment of Jamar R. Brown as Chair of Board of Trustees & Board of Directors

BALTIMORE, MD — The Enoch Pratt Free Library (EPFL) announces the appointment of Jamar R. Brown as Chair of the Board of Trustees and Board of Directors, effective July 1, 2026.  

“For me, libraries have always served as an extension of the classroom and the place where I cultivated learning and exploration,” says Brown. “The Pratt enjoys a rich legacy as a place of learning and, today, is also an epicenter of civic engagement and culture in our community.”   

Brown has been a member of the EPFL boards since 2020 and has served as vice chair of the Board of Directors since 2023. He has been an active and unwavering participant, serving on multiple committees, including Mr. Pratt Presents (chair), development, executive, finance, governance, and legislative committees. His current term as chair is a three-year appointment.  

Immediate Past Chair Christine Espenshade shares, "Jamar is an outstanding leader, and I have every confidence that he will guide the Board with insight, integrity, and enthusiasm."        

Brown is a skilled trial lawyer and appellate advocate and a partner at Rosenberg Martin Greenberg. He is known for his strategic approach to litigation and fearless advocacy. He has been recognized by Chambers USA for appellate litigation, selected to The Best Lawyers in America® for Commercial Litigation, named to Maryland Super Lawyers®, and included on Baltimore Magazine's Top Lawyers list. 

“At a time when the Pratt’s mission of providing equitable access to its facilities, programs, and services is as vital today as it was at its founding more than 140 years ago, I’m profoundly honored to serve as chair of the boards of this cherished Baltimore civic institution,” says Brown.   

He added, “In helping steward the Pratt, I look forward to building on the Library’s impact so that it continues to innovate and respond to the needs of the community for generations to come.”   

In addition to his role as board chair and his legal practice, Brown serves on the Supreme Court of Maryland’s Standing Committee on Rules of Practice and Procedure as well as the University of Maryland Carey School of Law’s Board of Visitors.   

Brown earned a Bachelor of Arts degree from Emory University and holds a Juris Doctor degree from the University of Maryland Francis King Carey School of Law.
